We've never seen a Kyes tray this big! Here's a moire glaze metal vanity or serving tray measuring 15" diameter x 17" with handles. We've seen this blue called turquoise, but it seems a bit more peacock blue to us...

 

Bottom mark reads "Moire Glaze Hand Made Kyes Pasadena California." Condition is very good with some scratches--we have photographed the tray to show them boldly, but in use, of course, they are not so prominent.
